1. Ladies and Children

2. Individuals from Scheduled Castes or Scheduled Tribes

3. Industrial Workmen

4. People with Disability

5. Casualties of Nature Disasters, Ethnic/Caste Violence, Industrial Disaster

6. People of Custody

7. People with a yearly salary of not as much as Rs. 1,10,000/ - or as told by the Central/State Governments.

8. Casualties of Human Trafficking or Begar
